Water travels away from its point of entry. That single physical fact produces most of the confusion.
The owner whose wall is wet sees a stain spreading across plaster they have never touched. The owner whose plumbing failed sees nothing, because the water is moving away from them, into the assembly, toward the neighbor. The first person is certain the problem is next door. The second person is equally certain there is no problem at all, and is not being dishonest.
Both positions are consistent with the evidence available to each of them. That is why these situations calcify so quickly, and why they are usually a year old by the time anyone measures anything.
Why Direction Is Genuinely Hard to Establish
Opening the wall answers it definitively and nobody wants to. It requires agreement, it costs money, it damages a finish, and in a building with an association it may require approval that takes months to obtain. So the practical question becomes how much can be established without opening anything.
The honest answer is: a great deal, but not certainty.
Moisture readings taken at consistent heights on both faces of the wall establish where the material is wettest, and material moisture does not distribute evenly. It is higher nearer its source. Thermal imaging maps how far the affected area extends and, more usefully, whether it continues past a floor or ceiling line, which is what distinguishes a local event from something arriving from another level.
Air sampling adds a third axis, because spores travel on moving air and concentration falls off with distance from a source. Run in both units and in any shared circulation space, the numbers describe a gradient, and the gradient points.
None of that is proof. All of it is evidence, and evidence is usually what is missing.
What Each Method Can and Cannot Answer

Two things fall out of that table. No single method answers the question, which is why a report built on one of them is weak. And every method except the last one produces evidence rather than proof, which is a distinction worth being honest about before anyone commissions a test expecting a verdict.
The Outdoor Control Is the Part That Gets Skipped
An outdoor control establishes the ambient baseline. Without it, an indoor spore count is a number with nothing to compare it against.
Ambient outdoor concentration varies by season, by weather, by wind direction and by what is happening in the neighborhood that week. An indoor reading that looks alarming in isolation may sit below the outdoor figure for that morning, which means the interior is cleaner than the air outside the front door. The reverse also happens: a modest-looking indoor count against a very low outdoor control is a significant finding.
This is the most common weakness in cheap testing. A laboratory result with no same-day control is not interpretable, and a report built on one should be treated accordingly. It is also the easiest thing in the world to check: look for the control figure. If it is not there, the rest of the numbers cannot be read.
Access to One Unit Halves the Answer
Testing a single unit establishes whether that unit has a problem and how severe it is. That is worth having and it is frequently all anyone can get, because the neighbor is under no obligation to cooperate and often declines.
What single-unit testing cannot do is locate an origin across a wall. A gradient needs at least two points to be a gradient. With access to both sides, and ideally to the corridor or stairwell between them, the comparison becomes meaningful. With access to one, the result documents a condition without explaining it.
In practice a single-unit report is frequently what prompts access to the other side, because it converts an argument into a document, and a document is something a manager or an insurer can act on.
Dense Coastal Housing Makes All of This Worse
Three characteristics of dense housing near the water compound the problem.
Buildings sit close enough that the lower floors and the passages between them stay shaded through the day, so surfaces that get damp overnight do not fully dry. Marine air is constant and salty, and salt holds moisture against a surface rather than releasing it, which shortens the life of every sealed junction. And where a building has no vehicle access, the plumbing and drainage went wherever it could be run rather than where a designer would have put it, and past repairs were made from whichever side was reachable at the time.
None of those is a fault. Together they mean the assumptions that hold in a detached house on a dry lot do not transfer.
Where the Money Question Actually Sits
In California, the Davis-Stirling Act governs common interest developments and draws a line between common area and exclusive use common area. Which side of that line a source falls on decides who pays, and the governing documents of the individual development refine it further.

The bottom row is not a joke. An undetermined source is the most expensive outcome available, because both parties continue to pay for the consequences while neither accepts the cause. Measurement is cheaper than a year of that.
This is why the sequence matters. Establishing where the water is coming from is not a technical curiosity, it is the step that determines which of two parties, or the association, is responsible. Attempting to settle responsibility before anyone has measured anything is the reason these disputes run for years.
What a Usable Report Contains
A calibrated pump collects a fixed air volume, so that samples taken in different rooms are comparable rather than merely similar. An accredited laboratory analyzes the sample. The report gives counts by genus, states the outdoor control, ties every photograph to a specific location, and says plainly what the pattern indicates.
What it does not do is assign legal liability. A report claiming to do that has exceeded what the measurements support, and a competent opposing party will say so.
The test of a good one is whether it can be handed to a neighbor, a board or an adjuster without an accompanying explanation. If it needs translating, it will not settle anything.
Why Independence Is Not Optional Here
An independent inspector performs no remediation, and on a shared wall that is not a nicety.
A test commissioned by one owner and carried out by a company that also sells the repair gives the other owner a ready objection, and that objection is usually enough to stall the matter for months. The measurements might be perfect. It will not matter, because the argument moves from the readings to the motive of whoever took them.
A firm with nothing downstream of the finding removes that entire line of argument. Air quality testing on shared party walls is handled on that footing by a South Bay firm operating from an El Segundo base, which inspects and tests and does no removal work at all.
The short version. Shared-wall damp is rarely a difficult measurement problem. It is a difficult evidence problem, made worse by the fact that the person who complains is standing on the dry side of the wall.
What resolves it is a document that both parties have equal reason to accept, produced before either of them has committed to a position.
